Understanding Section J

Building Compliance Around Sustainable Design

Section J of the National Construction Code (NCC Vol. 1) sets out the minimum energy efficiency and sustainability requirements for all commercial buildings in Australia. It ensures that developments are designed to be environmentally responsible, energy-efficient, and comfortable for occupants. It sets out the prescriptive insulation values and thermal performance requirements needed for a commercial building to comply with the NCC and also offers a straightforward and cost-effective compliance pathway, making it the most widely used method for builders, designers, and developers. 

Section J applies to critical aspects of a building’s design, including: 

  • Insulation – reducing heat transfer through walls, roofs, and floors 
  • Glazing – improving thermal performance of windows and skylights 
  • Lighting – ensuring efficiency through design and modern technologies 
  • Building services – covering HVAC, hot water, and power systems 

How is Section J Assessed?

Section J compliance is measured against nine categories outlined in the National Construction Code (NCC Vol. 1). Depending on the type of building—whether new construction, alteration, or extension—its thermal and energy performance is assessed across these categories to ensure it meets the minimum energy efficiency standards

Assessment typically involves:

  • Glazing calculator – Evaluates the overall thermal performance of windows and glazed elements, considering glazing type, frame material, orientation, and glass-to-wall/floor ratios.
  • Lighting calculator – Measures required and maximum energy usage for rooms, ensuring efficient lighting design that reduces consumption while meeting state and national energy targets.
If any areas fall short of Section J standards, recommendations are provided to bring the building into compliance with the Deemed-to-Satisfy (DTS) provisions.
