BASIX (Building Sustainability Index) is a mandatory NSW initiative designed to ensure new residential projects meet sustainability targets for energy, water, and thermal comfort. Using a web-based scoring tool, BASIX requires homes to achieve up to 40% water savings, reduce greenhouse gas emissions by 45% by 2030, and improve year-round comfort by minimising reliance on artificial heating and cooling. Do I Need a BASIX Certificate?

If you are planning to build or renovate a residential dwelling in NSW, you will likely need a BASIX (Building Sustainability Index) Certificate before your local council grants approval. This certificate is lodged through the NSW Planning Portal as part of your Development Application (DA) and confirms that your project meets the state’s sustainability requirements for water, energy, and thermal comfort.

BASIX Certificate Requirements

The BASIX Certificate assesses sustainability across three key categories: Water, Energy, and Thermal Performance. Each category contains specific criteria that must be applied to the building design, with compliance measured through a scoring system. To meet BASIX requirements, projects must achieve at least the minimum target in each category as mentioned in the below table. When these benchmarks are met, the development is deemed compliant and eligible for Development Application (DA) approval.
