New home energy rating standards have evolved. It’s no longer just about how well a home is designed to retain heat or stay cool, now, it’s also about how efficiently it runs. Under the NCC 2022 updates, new homes are required to meet both a 7-Star NatHERS energy rating for thermal performance and a whole of home rating that measures the energy use of major appliances and systems, including heating, cooling, hot water, lighting, and more.  

  

WoH assessments offer a more complete picture of a home’s energy efficiency profile ensuring not only a well-designed building envelope but also smarter decisions when it comes to the equipment installed within it. 

What is a Whole of Home Assessment?

With the introduction of NCC 2022, energy efficiency requirements have expanded beyond just the building envelope. The new Whole of Home assessment ensures that homes are designed and built to deliver better comfort, lower energy bills, and reduced environmental impact.

Reduce Annual and Peak Thermal Energy Demand

A well-performing building envelope (walls, roof, insulation, windows) plays a critical role in lowering heating and cooling needs. By minimising energy leakage, homes require less artificial heating or cooling—leading to greater comfort and reduced running costs.

Gas Emissions

Greenhouse gas emissions are linked to the electricity and gas consumed by building services (heating, cooling, hot water, lighting, etc.). Using efficient systems reduces emissions, while renewable energy solutions such as solar PV can offset or even neutralise a home’s overall carbon footprint.

Reduce Time-of-Use Impact on Energy Networks

Whole of Home also considers how and when a household uses energy. By improving efficiency and integrating renewable systems, homes place less strain on the electricity grid during peak demand periods. This not only benefits the environment but also helps reduce long-term energy costs.

What Are Whole of Home (WoH) Requirements?

The Whole of Home (WoH) assessment is a new requirement introduced under NCC 2022. It goes beyond the building fabric (insulation, glazing, and envelope) and ensures that the domestic services of a home are energy-efficient, helping reduce costs, emissions, and demand on the electricity network.

Which Services Are Assessed?

Energy consultants undertake a WoH assessment to meet Part H6P2 performance requirements. These cover the efficiency and energy use of:

What does my Whole of Home Rating mean?

The Whole of Home rating scale ranges from 0 to 100, where a score below 40 indicates a poorly performing home with high energy use, while a score of 100 represents a net zero energy home that produces as much energy as it consumes. Homes achieving a rating above 100 generate more energy than they use, meaning they can operate with little to no energy bills.
